28-year-old Gregory Keith Evans and 20-year-old Chaitia Stevenson face felony murder charges in the death of Stevenson's daughter, Jaynasia Stevenson.
Both were quickly denied bond.
Investigators say the little girl's body was covered with evidence of severe abuse.
"How a community protects its children, its elderly citizens, and its disabled reflects on the character of the community and we intend to make sure our children, our disabled, and our elderly are protected," said Dougherty County District Attorney Greg Edwards.
Evans and Stevenson have a one-month-old child together that is now in protective custody.

A live-in boyfriend Gregory Keith Evans, 28, and Chaitia Stevenson, 20-year-old mother of 19-month-old Janaysia Stevenson who died on Monday, were arrested on Tuesday in connection with the young girl's death.
District Attorney Greg Edwards says the preliminary autopsy results of the 19-month-old show ongoing abuse led to her death. He says Stevenson witnessed Evans beating the young girl but never reported the incidents.
"For that reason the state will be prosecuting her fully for her involvement in allowing these activities to go on for the period of time that it did," says Edwards.
Both Stevenson and her live-in boyfriend Evans will be charged with Felony Murder, Aggravated Battery and Cruelty to a Child. Edwards says more charges could be added as the case goes before grand jury.
A preliminary autopsy shows the young girl had soft tissue injuries, hemorrhaging, blunt force trauma to her body and injuries to her head and face.
Edwards says the autopsy also showed this was not the first time.
"Our estimates are because of the healing issues it may have been going on as early as February of this year," he says. "Her entire body was brutalized, especially her torso and head. This is a 19-month-old baby, a very beautiful baby. Any parent would have loved to have that child."
He says statements from numerous witnesses regarding many of the issues involved in this case led them to the story what was really going on in this relationship â" a story he says should be a lesson to all women.
"Society must make sure that young women, all women, understand that the child is more important than any relationship you may have with any man," says Edwards.
Albany Police officials say they arrested Gregory Keith Evans, 28, in connection to the death of a 19-month-old child from Monday. APD officials say Evans is the boyfriend of the child's mother and is being held on two counts of Battery and one count of Cruelty to a Child.
The Child Death Team is investigating the 19-month-old baby's death. D.A. Investigator Greg Blackmon says an autopsy was completed Tuesday morning, and they are waiting for results.
Blackmon says the child was taken to Phoebe Putney Memorial Hospital by the mother on Monday. The baby was unresponsive and could not be revived, he says.
Blackmon says the Child Death Team conducted multiple interviews with the caretakers of the child.
