Valdosta police say that around 5 PM Saturday, they responded to 1100 Old Statenville Rd., Park Chase Apartments, in reference to the victim, 35-year-old Rufus Howard Ellis III, being shot and in his car.
The victim was transported to South Georgia Medical Center where he was pronounced deceased.
Within minutes, officers and detectives identified the suspect. After issuing a regional look-out for the offender, at 7PM, a Hamilton County, Florida deputy made contact with 19-year-old, Brian Levon Charlton-Simmons and took him in to custody.
The incident stems from the fact that the victim and offender had been arguing over the past couple of days which escalated with the shooting at the Park Chase Apartments.
A warrant was obtained by Valdosta Police Dectectives Saturday night on Charlton-Simmons for malice murder and faxed to Hamilton County Sheriff's Office where he is currently being held.
"I am very proud of the quickness of the Valdosta Police Officers and Detectives who identified the offender quickly and I also appreciated the assistance of Hamilton County (Florida) Sheriff's Office and Lowndes County Sheriff's Office in this case," state Chief Brian Childress.

18-year-old Brian Levon Charlton-Simmons was apprehended by the Hamilton County, Florida Sheriff's Office Saturday evening.
Shortly before five o'clock, Charlton-Simmons shot up a vehicle at the Park Chase Apartments killing one victim.
