First Update (9/19/13)
Officials with the Georgia State Patrol have identified the man killed in a Wednesday accident as 40-year-old Paul Partin, who has been reported missing since 3:50 PM on September 17th.
It wasn't until September 18th at 7:30 PM that someone noticed a bent guard rail where the vehicle had fallen in to the creek.
At this time, authorities believe Partin lost control of his vehicle due to a medical condition involving a lack of insulin.
Partin's 2004 Chevy Silverado hit the guard rail, spun around, rolled down, and trapped him in the submerged vehicle.
At this time, GSP does not believe any foul play to be involved and the investigation is still active.
A car accident is under investigation in Moultrie after its driver was found in water near Tallokas Road Wednesday evening according to Georgia State Patrol and the Colquitt County Coroner.
Colquitt County Coroner Verlyn Brock has told FOX 31 that the man was driving home from Valdosta late Wednesday and flipped his vehicle into the waters alongside Tallokas Road.
Brock reports that the man was submerged for an extended period of time.
At this time, Brock says he believes it to be a drowning, but further investigating will need to take place.
Multiple agencies including GSP responded to the scene including the Georgia Bureau of Investigation, Moultrie Police Department, and the Moultrie Fire Department.
