The Supreme Court of Georgia's Justice Robert Benham, spoke at The Dougherty Circuit Bar Association's Law Day Banquet.
Benham talked about decreasing the financial strain the Department of Corrections is putting on tax payers.
He said the state is working on finding other forms of punishment for juveniles, and non violent criminals, other then incarceration.
He says one important step in doing this would be determining criminals you're angry at compared to ones your afraid of, "people we are afraid of we need to remove from society people we are simply angry at we need to find some way to rehabilitate them."
Benham said the governor, chief justice and a special consul are working together to help solve this problem.
